IMPORTANT NOTICE TO ALL OWNERS/RESIDENTS
 
Effective June 18, 2024, the East Kings Court Home Owners Association amended Item 18 of the Condominium Declaration regarding the Limitation of Transfers.  Future sales of units for investment purposes and tenant occupancy will need to be approved by the East Kings Court Home Owners Association prior to the transfer of ownership.  A ratio of 51% owner occupied units must be maintained.  Tenant occupied units will be limited to no more than 49%.    
 
The East Kings Court Condominium Declaration and the East Kings Court Home Owners Association (EKCHOA) bylaws establish restrictions, rules and regulations for all owners and residents at East Kings Court.  In addition, the EKCHOA Board of Directors has the authority to establish rules and regulations concerning the operation and use of the condominium property; and, to levy reasonable fines for violations of the restrictions, rules and regulations of the Association.    
 
From time-to-time, the Board has established certain rules and regulations; and, has established fines for violations.  This document is provided to ensure that all owners and residents are aware of these rules and regulations and the fines related to violations thereof. 
 
At the January 5, 2017 meeting, the Board of Directors passed the following resolution:
In accordance with Article XI of the Bylaws of East Kings Court Home Owners Association, Inc. dated August 25, 1980, the EKCHOA Board of Directors has adopted the following written rules and regulations.  Furthermore, the Board may assess fines for violations of the Association’s rules and regulations as indicated below.
 
FOR OWNERS THAT LEASE:  All owners of leased units at East Kings Court are required to complete the following actions.
            a.         For all leases, complete the Rental Agreement and Tenant Information Form.   One agreement form is required for each unit leased.  If the owner uses an authorized agent, such as a realtor, to handle their lease, the authorized agent may complete the form.
            b.         Provide each tenant a copy of the East Kings Court New Resident Information Guide.
            c.         Provide each tenant a copy of the Emergency Contact Information Form and ask that they complete it and return it to the Manager, Lisa Stallcup.
            d.         Submit the completed, signed Rental Agreement and Tenant Information Form for each leased unit to the Manager within 15 business days of finalizing the lease agreement.  FINE FOR NONCOMPLIANCE:  Failure to complete and submit this information within 15 days of finalizing the lease agreement may result in an assessment of a $100 non-compliance fine for each leased unit not in compliance.
 
PARKING:  Parking spaces for each unit are assigned as designated at each space.  Two and three bedroom units are assigned two spaces.  One bedroom units are assigned one space.  Guests must park in the designated visitor parking spaces.  Cars improperly parked may be towed at the owner’s expense.  Boats, trailers, watercraft, and campers are not allowed to be parked on the premises.  Unlicensed or inoperable vehicles may not be parked on the premises for more than 10 days. 
FINE FOR NONCOMPLIANCE:  $25 PER DAY
 
PETS:  Only the following pets are allowed to be kept on or about the condominium property: small birds; parakeets; gold fish and tropical fish and the like; small domestic cats; and, small domestic dogs.  No more than two cats may be kept in a single unit and no more than two dogs may be kept in a single unit.  No dog weighing over 30 pounds may be kept without written approval of the Board of Directors.  Pets must not be kept, bred or maintained for any commercial purpose.  Pets must be properly tagged and must be kept on a leash and under proper control when outside.  Owners are responsible for picking up and properly disposing of pet waste.  Any pet causing or creating a nuisance or unreasonable disturbance shall be permanently removed from the condominium property upon three days written notice form the Board. There are 2 pet stations on the property with pet poop bags.   FINE FOR NONCOMPLIANCE:  $25 PER OFFENSE   
     
POOL RULES:  The pool rules are posted at the pool and written notice of the pool rules is distributed to owners and residents in the spring.  FINE FOR NONCOMPLIANCE:  $25 PER OFFENSE; REPEATED OFFENSES MAY RESULT IN LOSS OF POOL PRIVILEGES. 
 
NOISE AND NUISANCES:  No obnoxious or offensive activity shall be carried on in any unit or in the common areas, nor shall anything be done therein, either willfully or negligently, which may be or become an annoyance or nuisance to other unit owners or occupants. FINE FOR NONCOMPLIANCE:  $25 PER OFFENSE  
 
KEEPING LIMITED COMMON AREAS CLEAN: Limited common areas include patios, balconies, and inside stairs.  These areas must be kept free of rubbish, debris, and other unsightly materials which are not in appropriate receptacles.   FINE FOR NONCOMPLIANCE:  $25 PER OFFENSE
 
UNSAFE ACTIVITIES:  Due to the close proximity of doorways to sidewalks, there shall be no riding of bicycles, skateboards, or similar activities on any sidewalk located on the condominium property except that sidewalk that runs alongside East Kings Highway.  FINE FOR NONCOMPLIANCE:  $25 PER OFFENSE

OTHER RESTRICTIONS, RULES, AND REGULATIONS:  In addition to those listed above, there are numerous other restrictions, rules, and regulations detailed in the Condominium Declaration and bylaws.  All owners should be familiar with these requirements, and when appropriate, make their tenants aware of them as well.
 
Violations by renters will be assessed to the unit owner.  Violations will be provided in writing stating the date of notice, the date of offense, nature of the offense, and the amount fined.  Fines must be paid within 10 days of the date of notice.  If not paid within 10 days, fines will be assessed 1% interest per month or portion thereof until paid.  If not paid within 90 days the Board will take action in accordance with Article XIV, Paragraph E, to collect the debt.  This will include filing a lien on the property and turning the debt over to our attorney for collection.  The violator will be assessed all costs associated with collection including all legal fees.

NEW RESIDENT INFORMATION GUIDE

 

WELCOME TO EAST KINGS COURT!  You are now a member of the East Kings Court (EKC) community.  It is our hope that the following information will make your transition to condominium living easy and successful.

 

HOMEOWNER'S ASSOCIATION:  East Kings Court Homeowners Association, Inc., is a nonprofit corporation, created to maintain and care for the property of both the Association and, as applicable, the property of the unit owners.  The Association Board of Directors is responsible for enforcement of the rules and regulations of the Association. 

 

MANAGEMENT:  The Homeowners Association conducts much of our business through our board members.  You can contact the board from the info on our web page or email them at ekchoa@att.net.  The inside of condos is the responsibility of the owners.

 

FINES:  A $25 fine may be assessed by the Association for violation of condominium bylaws and rules, including, but not limited to, those listed in this information sheet.

 

GARBAGE:  All garbage must be placed inside the dumpster.  Garbage or other items left outside of the dumpster are not picked up.  Break down boxes before placing in dumpster.  If the dumpster you normally use is full, please use the other dumpster.  If both are full, notify the management who may arrange an extra garbage pickup.  The garbage service normally empties the dumpsters on Tuesdays and Fridays.  Please help to keep our community clean.  If you see trash around your unit, please pick it up and dispose of it properly.  Please appropriately dispose of cigarette butts.

 

KEYS:  The laundry room and pool area must remain locked at all times.  The same key fits the pool area, laundry room and restrooms adjacent to the clubroom.  If you need a key, they are available for a small fee and must be obtained through your landlord.  Contact a board member if there are any equipment problems in the laundry room.  If you lose money in one of the machines or if one is broken please call the 800 number posted in the laundry room. Give the service representative the machine number from the front of the machine so they can repair it.  

 

MAINTENANCE & REPAIRS:  Maintenance and repairs within your unit must be addressed through the landlord or unit owner.  Emergent issues related to electrical problems or water leaks must be addressed by the occupant by calling the appropriate repair contractor and then be reported to the board as soon as practical. 

 

PARKING:  Parking spaces for each unit are assigned as designated at each space.  Please do not park in another unit’s assigned parking space.  Guests must park in the designated visitor parking spaces.  Cars improperly parked may be towed at the owner’s expense.  Boats and trailers are not allowed to be parked on the premises.  Unlicensed or inoperable vehicles may not be parked on the premises for more than 10 days.

 

PEST CONTOL:  For the wellbeing of all residents, the Association provides monthly pest control services.  Pest control is done outside the units only.  If you need the inside of your condo sprayed contact a board member.

PETS:  All pets must be walked on a leash and have proper and current tags.  PET OWNERS ARE REQUIRED TO PICK UP ALL PET DROPPINGS FROM THEIR PETS.  Cats are not allowed to roam the property.  Pet rules are strictly enforced and violations may result in a $25 fine per occurrence.  Animal Control will be contacted to pick up any animals that are out by themselves.  Pets causing a disturbance or nuisance will be removed from the property when directed by the Board of Directors.

 

CHANGE OF ADDRESS:  When residents move, they must notify the post office of their new address.  There is no one at East Kings Court to take care of forwarding mail. 

 

CLUBROOM:  The clubroom located next to the pool is available for residents’ use on an as available basis.  To reserve the clubroom contact any board member.

 

EMERGENCY CONTACT NUMBERS:  We are required by local authorities to maintain a listing that includes emergency contact numbers for all unit owners and residents.  This information is very important in case of water leaks, fire/smoke, etc. so we can contact owners for entry into the unit or to notify them in case of emergencies.  Please fill out and return the  Emergency Contact Information form placed at your door.  It can be dropped in the box by the clubroom door.  Also, register on this web page if you live here or own here for text and email notifications.

 

POOL:  Pool rules are posted at the pool.  Owners and renters are responsible for the conduct of pool guests.

SMOKE DETECTORS:  All units must have operational smoke detectors.  Please check your smoke detectors periodically for proper operation and change batteries when needed.

UPSTAIR UNITS:  If your unit is upstairs, it is very important that you maintain caulking around the bathtub and soap dish.  If these items are not caulked properly, water will leak into the ceiling of the unit below causing considerable damage.  Also, periodically check plumbing under the sinks to ensure it is not leaking.  This too can cause damage to the unit below.  THIS IS NOT COVERED BY INSURANCE and the cost for repairs will be the responsibility of the second floor unit owner.

 

SUSPICIOUS ACTIVITY:  If you witness any suspicious activity on the property, please contact the Shreveport Police immediately at 673-BLUE (673-2583).  Also let the management company know about the activity.  In an emergency, always dial 911.

 

POOL RULES:

 

1. Pool hours are from 8AM to 10PM. (Anyone in the pool or pool area after 10pm will be banned from the pool for the year and reported for disturbing the peace if necessary.)

2. Please use the receptacles for your trash. Smokers must use ashtrays.

3. An adult MUST accompany children under 12 years of age. (18 years of age or older)

4. Limit of 3 guests per household/unit.

5. Guests must be accompanied by a resident at all times.

6. No diving into pool. (Insurance restriction: Pool is not 12 feet deep.)

7. No pets allowed in pool area or in the pool.

8. Gates must be locked/closed upon entering and leaving pool. (Pull gate until latches.)

9. No running, rough play or profanity is allowed in pool area.

10. No floats or similar objects are allowed in the pool when the pool is crowded.

11. NO food or glass objects such as glass bottles inside the pool area. NO alcohol allowed.

12. NO pool parties.

13. Adjust radio volume to your ears only. No loud music please!

14. The Association WILL NOT be responsible for accidents.

NO LIFEGUARD ON DUTY. SWIM AT YOUR OWN RISK.

ANYONE WHO VIOLATES THESE RULES WILL LOSE THEIR POOL PRIVILEGES FOR THE REMAINDER OF THE POOL SEASON.
